B.       Criteria of Prioritization of Target Populations and Partners

1.       General Priorities of Projects

The various projects presented here have been elaborated on the basis of the results of the first stage of the Culture of Peace Programme and extensive discussions with the members of the Steering Committee and with other actors in the peace process in Mozambique. As indicated in the background and justification of each of the project profiles, the projects have been carefully chosen and designed to address those target populations which can have the greatest effect in consolidating the peace process, both in the short-term and in the long-term.

The partners who have been proposed are Mozambican institutions, governmental, non-governmental and religious, who can effectively and reliably reach the target populations at a grass-roots level. They have extensive organizational networks and experience and have earned the trust of the people

2.       Specific Priorities of Projects

Within each project the following guidelines are to be followed:

*       Projects will be prepared on the basis of broad consultation with the people to be served, including people who come from different sides of potential conflict ("cross-conflict participation"). They will be designed with the participation of returning refugees and displaced people as well as those who remained there during the armed conflict. They will be designed together by people who were on both sides of the conflict, and people from all ethnic groups in the region concerned.

*       Activities and benefits are to be distributed equitably among the people of the target population so that all strata and groups receive the services of the project concerned, regardless of their political perspectives and ethnic identities, and whether are not they are newly returning refugees.

*       Because of the particularly urgent problem of overcrowding of cities with refugees and displaced people as a result of the war, a special priority is placed upon peaceful economic and social development in rural areas in order to attract people back from the cities to the countryside.

*       Because of their special role in the peace process, within each project priority will be placed on the involvement of women, youth, and demobilized soldiers. This is in addition to specific projects which address these target populations. Thus, for example, in the project for training community and elected leaders, there will be a priority given to the training of women elected to the Parliament.

*       Emphasis within each project is placed on education and communiction. In particular, a large portion of every project is earmarked for endogenous capacity-building in the form of training and the training of trainers (peace-promoters), in order to cultivate a long-term peace development process. The experiences of each project will be made available to a wide audience through preparation of materials for print and electronic media.
