Draft Culture of Peace Programme in Mozambique 11 III. UNESCO'S COMMITMENT UNESCO is making a major commitment to national programmes under the UNESCO Culture of Peace Programme adopted by the General Conference in November 1993. The Mozambique Programme is the second national programme to be instituted under the direction of the Culture of Peace Programme Unit at UNESCO headquarters which was established by the Director-General in February 1994. The first is in El Salvador. The Culture of Peace Programme represents the response of the Organization to the Agenda for Peace, which was presented by the Secretary-General of the United Nations to the Security Council July 1992 and which calls for coordinated and comprehensive efforts by the United Nations system for preventive diplomacy, peace-making, peace-keeping, and post-conflict peace-building. It reflects the initial mandate of UNESCO, as stated in its Constitution, to "construct the defences of peace in the minds of men". In addition to specific national programmes for a culture of peace, the Programme provides an integrated approach to the various other activities of the Organization which promote a culture of peace, and it is developing a network and information system to link the many other organizations involved in similar efforts. In order to manage and support the Mozambique Programme, UNESCO has named a Resident Representative to Mozambique and opened a UNESCO office in Maputo. In addition to the Resident Representative, who will have overall authority for the Programme, there will be a National Professional Officer who will be responsible for the Programme's development and day-to-day management. The Resident Representative, assisted by the National Professional Officer will also serve on the Steering Committee of the Programme. The Culture of Peace Programme Unit in Paris, the UNESCO Resident Representative and the National Programme Officer for the Culture of Peace in Mozambique, and the Mozambique National Commission for UNESCO are committed to full cooperation and support to the Mozambique Culture of Peace Programme.
