F.      Guidelines for Implementation and Development

The Culture of Peace Programme is a national programme that has resulted from consultations with the major national actors in the peace process. It seeks to involve people from all the different regions and political tendencies of the country.

The Programme emphasizes the participation of government, non-governmental, religious and para-governmental institutions as well as community groups and other private entities interested in the peace process. High priority is given to the participation and cooperation with women, youth and demobilized soldiers.

A Steering Committee for the Culture of Peace Programme will coordinate and articulate the various projects and activities. The composition and activity of the Steering Committee during the first phase of the Programme has been described in an earlier section. For the second phase of the Programme, its composition is being expanded to include more actors in the culture of peace from other parts of the country and all political perspectives.

UNESCO will be represented on the committee by its Resident Representative, and the UNESCO National Programme Officer will work in close collaboration with the Coordination Unit of the Steering Committee.

The Steering Committee will keep the participating actors in permanent communication and articulation through regular planned meetings. It will design and execute mechanisms, including a Coordination Unit, in order to share responsibility in the implementation of the objectives, strategies and activities of the Programme. The Steering Committee in its functions will take into consideration the following tasks:

Hold regular meetings to assess the activities of the Programme, to analyze the problems encountered in its implementation and adopt corrective measures.

Consider the financial, material and human resources and evaluate the ongoing activities in order to plan for future activities and readjust current activities.

Identify potential partners for the activities of the Programme and arrange for their participation, expanding the Steering Committee with their representatives where appropriate

*

Ensure proper coordination between participative actors, partners, donor agencies, and UNESCO through a permanent flow of information and documentation of project activities.

*

Take part with UNESCO in the evaluation of Programme activities.

UNESCO, through its Resident Representative, will play a central role in the management of the Programme. It will ensure the coherence of its various projects and the articulation and coordination of the Programme with the work of other UNESCO sectors and projects and the work of other international agencies.
