the destructive power of nuclear weapons makes war suicidal and war is no longer a means of settling international disputes, and

strict observance of existing arms control agreements (such as SALT II and ABM) and new practical steps to limit and reverse the arms race are urgently required, and

development and deployment of space-based weapons would be a mortally dangerous escalation of the arms race,
