Canada

In Ottawa, the Canadian Commission for UNESCO and the United Nations Association of Canada issued a joint communique on the interest in, and importance of, the Culture of Peace. The press release is available on UNAC web site.

A l'occasion du dixième anniversaire de son ouverture dans la ville de Québec, le bureau de l'UNESCO au Canada a organise, du 18 au 30 septembre, une série d'activités autour de la culture de la paix : des expositions, des conférences et des spectacles, notamment de théâtre, ont été programmés dans les principales villes du Canada.

En outre, le colloque qui s'est tenu au musée de la civilisation de Québec a été marque par la participation de Mme Louise Beaudoin, Ministre des Relations internationales et de la Francophonie, et par Mme Phan Thi Kim Phuc, l'enfant martyre de la guerre du Vietnam, qui avait été immortalisée par une photo célèbre alors qu'âgée de 9 ans, elle courait nue sur une route hurlant de douleur, brulée au Napalm lors d'un bombardement americain en 1972. Qualifiée de "symbole vivant de l'atrocité de la guerre", par le Directeur général de l'UNESCO, Mme Kim Phuc a dédié sa vie á la construction de la paix dans le monde en mettant sur pied, une fondation pour les enfants martyrisés par la guerre. "La guerre," a souligne Mme Kim Phuc, au cours de ce colloque, "n'affecte pas une seule génération, elle marque même les descendants des martyres."

Dans son intervention, Mme Françoise Rivière, sous-directrice générale de l'Unesco, a remarque que si le système des Nations Unies a été conçu pour construire la paix entre les États, il s'agit maintenant de trouver les moyens pour construire la paix civile à l'intérieur des États. Elle a poursuivi en indiquant comme menaces à la paix au Nord comme au Sud, la pauvreté, l'exclusion sociale, la violation des libertés fondamentales et des droits de l'Homme, l'insécurité, la dégradation de l'environnement... L'essentiel, a-t-elle conclut, est que "l'homme soit au centre du thème de la sécurité, comme il l'est maintenant, depuis la conférence de Copenhague, dans le thème du développement."

Czech Republic

Monsieur Vaclav Havel, Président de la république tchèque, a exprimé, dans un courrier adressé au directeur général, son adhésion aux valeurs qui inspirent le Manifeste 2000 et souligne que "le monde actuel et la civilisation d'aujourd'hui trouveront leur chance dans la conscience de la pluralité des cultures, dans le retour radical aux bases et la recherche des racines spirituelles communes à toutes les cultures en tant que dénominateur commun de tous les gens."

France

Events took place to launch the IYCP on 14 September in a number of cities, including Paris, Malakoff and Grenoble.

Paris

The IYCP was launched in a ceremony at Organization Headquarters. In his opening address, Mr Mayor welcomed the adoption on 13 September, by the General Assembly of the United Nations, of the Declaration and Programme of Action on a Culture of Peace. He declared that is not enough "to be peaceful, not even to be pacifists, but to be peacemakers. "He recalled that although UNESCO has several mandates - education, science, culture and communication - it has but one mission : to buiId peace."

Two Nobel Peace Prize laureates who took part in the drafting of the Manifesto 2000 also took the floor. Shjmon Peres, one of the architects of Arab-Israeli Oslo Peace Agreement, declared that the young had the right "to divorce from our past" and added that since Western Europe " turned its back on history and went over from politics to economy, from the past to the future, it has known no war. I think this is an agenda that can cover the world." Rjgoberta Mentchu Turn for her part said: "Do not remain silent in the face of injustice. Structural changes need to be made, changes of behaviour will not suffice. ( ...) Let us dream together to try to realise the hope of peace which all of humanity wants."

Numerous other personalities were present at UNESCO Headquarters ceremony which also featured an artistic programme.

In another event in Paris - at the Eiffel Tower, proclaimed on this occasion "Culture of Peace Messenger Site" -Mr Mayor in the presence of Paris Mayor Jean Tiberi launched a solemn appeal "to create a global movement for a culture of peace and non-violence."

The journal of the City of Malakoff for the month of September features the IYCP and the Manifesto 2000, and all teachers in the city will receive a copy of the Manifesto on their return to class. Many events for the IYCP are being put on the calendar for the city for the coming year.

To launch the IYCP, Grenoble opened on 14 September the "Peace Routes" campaign of France's Mission 2000. At least 2000 young people have been mobilized to go throughout the city and collect signatures on the Manifesto 2000, with a goal of obtaining 20,000 signatures in a single day.
